Wondrous Item, rare (requires attunement by a cleric, paladin, or follower of Tyr)
This amulet is kept in a braided metal chain, almost resembling the . If opened, the amulet depicts a somewhat faded portrait of an eyeless man with flowing white hair painted on one side, and a balance scale resting on a warhammer on the other. Touching the portrait of the man eminates a magic aura that surrounds the user. This item has 4 charges, and it regains 1d4 charges per long rest.
Even Scales. Once per turn, you may spend 1 charge an action to remove a Charmed or Frightened effect on yourself.
Balance of Power.  Once per round of combat, when you hit with a weapon attack that targets only one creature, you may spend 1 charge to forgo rolling the damage dice, instead dealing 1/2 of the maximum damage dice of the attack, rounded down if necessary, plus any modifiers that your attack may have. You must use this ability before you roll your damage dice, but after you know whether your attack has hit.
For example, if a ranged weapon attack would normally deal 1d8 damage + [your modifier], the damage for the attack would be 4 damage + [your modifier]. If a melee weapon attack would normally deal 2d6 damage + [your modifier], the damage for the attack would be 6 damage + [your modifier].
You may use the Balance of Power ability with spell attacks, spending 1 charge per spell level per opponent affected by the spell. This effect only works for spell attacks that take an action, bonus action, or reaction to cast. Cantrips cast with this effect spend 1 charge. Spell attacks that are cast using this ability do 1/2 of the maximum damage dice of the spell, rounded down if necessary, plus your spellcasting ability modifier if applicable to the spell cast. If your spell attack requires a saving throw, and the opponent succeeds its saving throw, you instead can deal 1/4 of the maximum damage dice of the attack, rounded down if necessary, plus any modifiers that your spell attack may have.
You may use the Balance of Power ability with healing spells, spending 1 charge per spell level per ally affected by the spell. This effect only works for healing spells that take an action, bonus action, or reaction to cast. Healing spells that are cast using this ability heal 1/2 of the maximum possible heal dice of the spell, rounded down if necessary, plus your spellcasting ability modifier if applicable to the spell cast.
