use this item to distract any feline type creature, for duration both you and the creature roll a d20 then apply your dexterity modifier

if the feline creature scores better than you, they have caught the string, both roll a d20 and apply strength modifier 

if the feline creature scores better than you they have taken the item, it is theirs now unless you can figure out how to get it back
