This wand was crafted in the year of the Dream forging (1033) by the mage and first open lord of Waterdeep, Ahghairon. The Open Lord crafted the wand from the same wood used to build Castle Waterdeep. This wand was given to the Open Lord's trusted friend Devalin Everfair, to help Waterdeep's newly assembled Watch maintain order in the city during the early years of Ahghairon's leadership. The wand is unbreakable and as an action the wielder can cause their voice to carry clearly for up to 300 ft until the end of the bearer's next turn.
This wand has 7 charges. While holding it, you can use an action to expend 1 of its charges to cause a thin blue ray to streak from the tip toward a creature you can see within 60 feet of you. The target must succeed on a DC 15 Constitution saving throw or be paralyzed for 1 minute. At the end of each of the target's turns, it can repeat the saving throw, ending the effect on itself on a success.
The wand regains 1d6 + 1 expended charges daily at dawn. If you expend the wand's last charge, roll a d20. On a 1, the wand crumbles into ashes and is destroyed.
You may cast the cantrip Prestidigitation at will. In addition, you can perform the following action with the wand when you cast the spell.
- You can create an illusory image depicting any of the heraldry of Waterdeep, its watch, army, noble houses, wards, guilds, and so on. This illusion can be no larger than a 15 ft cube in size.
