This formula allows an Alchemist to create Black Oil, which has the following effect:

Black oil is black, viscous, and glue-like and dries quickly. As an action, you can throw a flask of black oil up to 20 feet, shattering it on impact. Make a ranged attack against a creature or object, treating the black oil as an improvised weapon. If you hit a creature with this attack, it is blinded for 2d4 rounds.

A creature with complete eye protection (such as eye goggles) will no longer be blinded by this attack if they remove the eye protection.

As an action, a creature may liberally apply strong alcohol or alchemical solvent to remove the oil from the target's eyes. If they do so, the blinded condition from this attack will end at the end of the target's next turn. 

Alchemist Formula:

Copying a formula (Requires proficiency with Alchemist's Supplies) - When you find a formula, you can add it to the formulas you know if you can spare the time to decipher and copy it. For each formula you copy, the process costs 50gp. The cost represents the alchemical ingredients you expend as you experiment with the formula in an attempt to master it.

Knowing the formula enables you to create this brew. The material cost is 12gp. You can create one alchemical formula during a short rest or two items during a long rest.

Artificer Alchemist: Knowing the formula also allows you to create this brew on demand by expending one use of your Experimental Elixirs ability. You do not roll dice when using the ability to create a known formula.
