Life Stealing. The weapon has 1d8 + 1 charges. When you attack a creature that has fewer than 100 Hit Points with this weapon and roll a 20 on the d20 for the attack roll, the creature must succeed on a DC 15 Constitution saving throw or be slain instantly as the sword tears its life force from its body. Constructs and Undead succeed on the save automatically. The weapon loses 1 charge if the creature is slain. When the weapon has no charges remaining, it loses this property.

No, at least the text does not indicate that it does. I imagine why it is a d8 +1 is because it steals nine lives, and it is not called the Perpetual Lives Stealer

Question for DMs, how many epic encounters you planned have been thwarted by this blade? I know its to creatures with less than 100 hit points, but I can see this having maximum troll potential and it scares me

lol, yeah but even so a +2 is still an amazing bonus to your rolls.
Super necro here, but this is not a powerful effect. There are plenty of strong abilities that can instantly kill a creature below a certain HP threshhold. This one gives a save AND only happens on a critical hit. Parties at this level are doing far over 100 damage a round, so it's really not that potent unless it's in the hands of someone of low level,
I put this in my campaign recently and made it a plot hook. Yeah it killed a few enemies quickly but when the now undead creator of the sword took it back and drank the souls consumed in the sword my party lost their minds as the litch also gained the abilities of every creature that had its soul in the sword, there were 6 souls in their too, so it was a big fight, my party loved it.
Make the sword evolve once it has consumed all it's charges. Much more fun for a player and can open up new and interesting possibilities.
Assuming you mean based on what it killed, I think I'd make that Artifact by that point

This seems like a weapon you'd want to keep stowed until you were ready to deal a killing blow on a boss with it. Imagine accidentally tearing the life force away from a bandit you hit with it.
