When taking a short rest, you can spend HD to recover spells of any leve. 

When you would normally be able to spend HD to heal after a short rest you may spend any number of unspent HD to recover spell slots. The totally number of HD slots you spend allows you to recover an equal amount of spell slots. 

For example, a 5th lvl wizard spends 4 HD after a short rest and chooses to gain back two lvl 1 spell sand one level 2 spell. 

Any HD spend in this way is only to recover spells, you do not gain any other benefit from them, including the healing you normally gain.
