Wondrous Item, very rare (requires attunement)

This big and seemingly rudimentary amulet is an ancient relic of Cegilune, the patron goddess and supposed mother of the hags.  It is said that its string was actually woven from her white hair, and the big eye with an iris made out of ruby.  The eye remains closed unless its dark powers are unleashed.

Distant Watcher.  As long as you are on the same plane of existence as this amulet, you can use an action to close your eyes and see through it.  You gain darkvision with a radius of 60 feet, but you can only see in a 180 degree arc in front of it.

Bloody Presage.  You may cast the Scrying spell without expending a spell slot or needing the material components, but at the cost of sacrficing some of your vitality.  If you take at least 10 slashing damage from a weapon, you can pour a vial's worth of your blood onto the amulet, causing the eye to open.  After that you may choose your target and cast the spell.  If the blood poured over the amulet is from the same target of the Scrying spell, the creature makes the Wisdom saving throw to resist it with disadvantage.  Once you use this feature, you can't do so again until the next dawn.

Weakening Gaze.  As an action, you can place your hand in the center of the amulet making its eyelids open, revealing a big dreadful-looking red eye.  In doing so, you can designate up to five creatures of your choice that you can see to be unaffected by it.  A burst of antimagic energy originates from you in a 30-foot radius sphere.  Creatures in this area must succeed on a DC17 Consitution saving throw or be weakened until the end of your next turn.  Creatures that failed the save lose all their damage resistances, and their damage immunities become resistances, for the duration.  Once you use this feature, you can't do so again until the next dusk.
