The amulet has 4 charges, and it regains 1d4 expended charges daily at dawn. You can use the charges in the following ways while it:
Portent of the Stars. As a reaction when a creature you can see within 60 feet of you makes an attack roll, saving throw, or ability check, you can spend 1 charges and make that creature roll a d10 and add or subtract the number rolled (your choice) from the roll.
Wisdom of the Stars. When you make an Intelligence or a Wisdom check or a Constitution saving throw to maintain concentration on a spell, you spend 1 charge and can treat a roll of 9 or lower on the d20 as a 10.
