Forged by the Master Smith Uirebon of the Sea Elves in Mel Thalor as a gift to the kings son. Uirebon struck a bargain with the water Elemental Prince Caenum. The prince bound a great rune upon the blade giving the blade the icing gifts it bestows on its wielder. It is unknown the price Uirebon paid for such a gift.
The mighty blade was lost when the kings son was slain in battle.
Hit points lost to this weapon's damage can be regained only through a short or long rest, rather than by regeneration, magic, or any other means.
Once per turn, when you hit a creature with an attack using this magic weapon, you can wound the target. At the start of each of the wounded creature's turns, it takes 1d4 necrotic damage for each time you've wounded it, and it can then make a DC 15 Constitution saving throw, ending the effect of all such wounds on itself on a success. Alternatively, the wounded creature, or a creature within 5 feet of it, can use an action to make a DC 15 Wisdom (Medicine) check, ending the effect of such wounds on it on a success.
Symbol of Power. This item was once used as part of royal regalia o r as a badge of h igh office. Its former owner or that person's descendants might desire it, or someone might mistakenly assume its new owner is the item's legitimate inheritor.
Icing: Three times per long rest, the wielder may strike a solid surface (5') coating it with ice making it difficult terrain
Insulated: If the striking surface of the weapon is exposed to cold energy doesn't transfer to the grip, haft, or wielder
Temperate. The bearer suffers no harm i n temperatures as cold as -20 degrees Fahrenheit
Metamorphic. The item periodically and randomly alters its appearance in slight ways. The bearer has no control over these minor alterations, which have no effect on the item's use.
Proficiency with a Rapier allows you to add your proficiency bonus to the attack roll for any attack you make with it.
This weapon has the following mastery property. To use this property, you must have a feature that lets you use it.
Vex. If you hit a creature with this weapon and deal damage to the creature, you have Advantage on your next attack roll against that creature before the end of your next turn.
