Wondrous Item, rare
A sturdy leather choker with an enchanted gemstone embedded into it. The choker itself is magically protected, making it highly durable. The gemstone is imbued with magic, if it senses the wearer attempting to cast a spell, it will draw on the wearer's own energy to cast counterspell at the same level as the spell they cast.
The choker is held in place by a steel lock on the back, again, reinforced by magic to make picking or damaging it extremely difficult. The lock can be picked with a DC 20 Dexterity check.
