Amulet of Negation

This amulet has 3 charges.  Anytime a magic item is used within your view, you can expend 1 charge and negates the effect. It permanently removes all magic from the item.  The item can no longer hold magic of any type.  No charges ever recharge.  When all charges are expended, the amulet crumbles to dust.
