Anti magic Manacles

These manacles contain a powerful anti-magic spell. When applied to a creature, these manacles prevent the creature from casting spells. This does not affect divine abilities or any abilities which do not either take the form of a cantrip or spell which could otherwise be cast using a spell slot. Spells which are cast without using spell slots such as by using a feat, but could otherwise be cast using a spell slot are unable to be cast while wearing the manacles.

Applying the manacles requires an action. The manacles can be removed using an Action to speak the command phrase (chosen by the creature who applied the manacles)
