Staff, very rare (requires attunement by a Cleric, Druid, or Warlock)
This staff appears to be made of a single shaft of ice with wisps of frost trailing from it.
On a hit, this magic staff deals damage as a normal quarterstaff, and you can expend 1 charge to deal an extra 1d8 cold damage to the target. In addition, the target must pass a DC 15 Constitution saving throw or lose an equal amount of Strength. If the targets Strength is reduced to 0, it dies. Otherwise the reduction lasts until the target is treated with a Lesser or Greater Restoration spell.
The wielder can expend 2 charges to restore a spell slot up to 4th level.
This staff has 3 charges and regains 1d3 expended charges daily at dawn.
