Weapon (rapier), artifact

 You gain a +3 bonus to attack and damage rolls made with this magic weapon. The secondary affect is a delayed attack on the target. After a successful attack the attack strikes again in reverse doing the total damage again at the beginning of the target's next turn. This effect only happens once after every attack. This item also contains 2 charges and you can expend a charge to use either Time Stop or Soul Rend. Additionally, once on each of your turns, you can use one of the following properties if you’re holding the cutlass:

  •  Immediately after you use the Attack action to attack with the cutlass, you can enable one creature within 60 feet of you to use it’s reaction to make one weapon attack. 
  •  Immediately after you take the Dash  action, you can enable one creature within 60 feet of you to use it’s reaction to move up to its speed. 
  •  Immediately after you take the Dodge action,  you can’t enable one creature within 60 feet of you to use it’s reaction to gain the benefits of the Dodge action.

Time Stop. The attuned user of this blade can cast Time Stop once per short rest, although there are some restrictions. When the blade is used in this way by simply unsheathing the blade as a reaction and speaking the command word. The user can only use the attack action when the blade is used this way (the user can still use enhancers and buffs such as smites and booming blade), if the user attempts to do something else during this time they will take 2d8 necrotic damage and must succeed on a DC 15 Con save or gain one level of exaustion and may not use this property again until they finish a long rest. The user of the blade whom uses time stop must return to the same space that they occupied when cast or suffer 2d8 necrotic damage and must succeed on a DC 15 Con save or gain one level of exhaustion.

Soul Rend. You assault the soul of a creature within range using the material component of the soul of an either willing or restrained being, attempting to rend it from the body and disperse it into the Void Between. Make a melee attack against the target. On a hit, the target takes 16d12 necrotic damage. This spell has no effect on undead or constructs.

A creature killed by this spell can be restored to life only by means of a wish spell.

 Proficiency with a cutlass allows you to add your proficiency bonus to the attack role for any attack you make with it.

This weapon has the following mastery property. To use this property, you must have a feature that lets you use it.

Vex. If you hit a creature with this weapon and deal damage to the creature, you have Advantage on your next attack roll against that creature before the end of your next turn.
