Air Torch

As an action, the torch emanates bright light in a 15' radius and dim light for another 15'. The wielder may change the radius in 5' increments. As long as the torch emanates light, any creature within the radius is affected as if by a water breathing spell. Also within the radius, being underwater imposes no penalties on the target's movement or attacks and athletics checks to swim are automatically successful.
