Wondrous Item, unknown rarity

This Intricate Chalice is both beautiful and odd in its design. The base and shaft of the Chalice are made of some type of precious stone you find difficult to identify. It has a circular base with a water elemental in the shape of a Dragon as the shaft. Its wings hold the cup securely in place. The dragons head juts outward and would fit just between your thumb and index finger if you were to hold it. The eyes seem to track you even though they don't move and the mouth appears to be open and full of jagged teeth. The Cup itself is made out of the most clear glass or ice you have ever seen, in fact, for a moment you thought it was missing altogether. There isn't a speck of dust or age on this chalice that you can see.

This Object appears to be ancient in Magic, maybe even pre-cataclysm. A detect magic and normal identification means seem to only scratch the surface of what this object can do, what it may contain, what it even is.

Notes: Bonus: Ability Checks, Damage: Necrotic, Exhaustion, To make a Sacrifice, you must allow the Dragon to bite down dealing 8D4 necrotic damage. The other condition is to use the Chalice to cast Inflict Wounds. If a target is RESTRAINED it can be forced to have the Dragon Bite down vs a CON 14 SAVE with DISADVANTAGE. If Target is incapacitated or otherwise able to defend itself, the dragon can automatically deal this damage to recharge the Chalice., Healing, Damage, Buff, Debuff
