Weapon (crossbow, hand), rare

The Arc Thrower is a specialty weapon recently invented by the crazy inventive wizards of Lantan. It is handled like a hand crossbow but the mechanism is a much more complicated arcanomechanical setup. Instead of a small crossbow above the handle and trigger is an enclosed box-like shape with a large hole facing forward.

The Arc Thrower has 10 charges. While holding it, you can use an action to expend 1 or more of its charges to make an attack using dexterity. If you are proficient with Hand Crossbows, you may add your proficiency modifier. On a hit, the Arc Thrower does 1d6 lightning damage for each charge you expend. If the damage reduces a target creature to 0 hit points, they are not killed but remain stable at 0 hit points.

The Arc Thrower regains 1d6+1 expended charges daily at dawn. If you expend the Arc Thrower's last charge, roll a d20. On a 1, the internal mechanism shuts down and stops regaining charges. In order to restart the mechanism, a 3rd level or higher spell that does lightning damage must be cast into the device, causing it to regain a number of expended charges equal to the level of the spell that was cast.

Proficiency with a Hand Crossbow allows you to add your proficiency bonus to the attack roll for any attack you make with it.

This weapon has the following mastery property. To use this property, you must have a feature that lets you use it.

Vex. If you hit a creature with this weapon and deal damage to the creature, you have Advantage on your next attack roll against that creature before the end of your next turn.
