Arcane Respirator

The Arcane Respirator is the lungs of the Apocalypse Machine, pumping the magical energy around the machine.

The last character who has used the Respirator, whether they are attuned to it or not, gains +1 to all WIS saving throws until they fail an WIS saving throw.

When a character is attuned to the Respirator, they gain the following:

1. Major beneficial property: Balance of Power - the character can cast the Circle of Power as a 5th level spell. They may use this spell once per long rest.
2. Minor beneficial property: The character gains the ability to hold their breath for 15 minutes.
3. Detrimental property: Meltdown - on a long rest, the character must make a DC12 WIS saving throw. On a fail, the character's maximum Hit Points is reduced to 30 until their next long rest.
