Wondrous Item, uncommon
When you shoot this arrow from a bow and hit a target, it does no damage, but the target must make a Wisdom saving throw, DC 15, or be charmed by you for ten minutes (or until you or your companions do anything harmful to it). When the effect ends, the creature knows it was charmed by you. The arrow is destroyed whether it hits or misses.
