Staff, legendary (requires attunement by a Wizard)

This magic staff was created by ancient dragon materials and can be wielded as a magic quarterstaff that grants a +8 bonus to attack and damage rolls made with it. While holding it, you have an additional +4 bonus to spell attack rolls. You also gain an additional +4 to your spell save DC. For the modifiers to be added you must have the staff attuned.

Magic of unlimited creation  while holding this staff you cast any spell with an additional +4 spell modifier even if it requires material components. If material components are needed they are created by expanding 1 charge. The wand has got 20 charges and you can cast any known spell by expending charges equal to the spell's level - if it is not already prepared- , by speaking loud its name. You regain 1d12 + 4 charges daily at down. You can also expand 3 + the first spell's level charges to cast a combined effect between two spells, only the first one's spell slots are counted.

Magic protection and dragons' shape changing   you can use the spell Shield at will and the spell Alter Self  by expanding one charge.

Proficiency in death  After 60 days of use,  you can make a DC 15 constitution saving throw. On a failed save, you take 6d12 necrotic damage and on a successful save you gain mastery with the staff. This can be repeated until you succeed as long as long as you don't die. If you drop to 0 hit points by this damage, you die instantly. When having mastery with the staff, you are completely connected with it. You always know its position and you can call it if you see it. For example if you see it but you cannot walk or reach it, you can make a DC 10 Intelligence check to control it with your mind. if you want to attack a creature with it, you have disadvantage on attack rolls against it unless you rolled a number equal or bigger than 20 when attempted to control it. Furthermore, when holding this staff you can split it into shadows with the effect of Gust and reconnect it after a very very short time period. 

Fallen dragon's necromancy  You can also cast the following spells even if you don't know them by expending some charges. (The charges for the material components are included)

Fear of the dragons You also have resistance to dragon's breath attack and immunity to dragons' frightful presence.

Deadly instability  If the staff is used a lot by someone whose power is not that strong he can channel the whole of its power, because of the non-channelled necrotic power, the user will take 10d8 necrotic damage.

This may happen to Necromancy wizards lower than level 5 and other school wizards lower than level 12 after a lot of use (more than 15 days) or when they cast spells after expending all of it's charges. To higher level wizards this may happen only if they continue casting spells when all the charges are expended. If you drop to 0 hit points by this damage, you die instantly.
