Wondrous Item, unknown rarity (requires attunement by a someone blessed by communism (Paladin or Cleric))
This Amulet has two parts the hammer and the sickle.
When you cast a spell that has a range of touch, self, or only targets one person you can select as many people as your proficiency bonus to share the effects or damage. This affect can be applied to anyone within 30ft of the intended target.
When an enemy you can see casts a spell you can use the sickle to harvest the spell and take there magic energy to regain a spell slot. This works similarly to counter spell and you can regain a spell slot equal to the spells level. This affect has a range of 60ft.
Both abilities recharge on a short rest and can only be used with charges.
