Weapon (greatsword), rare (requires attunement)
Once utilized during the Age of Arcanum to execute magic-users convicted of serious crimes, this massive blade was long thought lost to the sands of time.
If you hit a creature with this weapon, you can choose to cast the dispel magic spell against the target at part of the attack. Alternatively, you can use your action to cast the Dispel Magic spell at a target of your choice. The spell is cast at 3rd level, and the Ability check bonus for this spell is +3.
Once you use this feature, you cannot use it again until the next dawn.
Proficiency with a greatsword allows you to add your proficiency bonus to the attack roll for any attack you make with it.

I'm confused as to why this is of "Rare" rarity. It doesn't give a bonus to attack and damage rolls, it requires attunement, and all it can do is cast dispel magic at 3rd level once per day.
A wand of fireballs also allows you to cast a 3rd-level spell, but it lets you do it seven times per day, and you can pump more charges into it to bump the level of the spell up. This item is little better than a once-per-dawn reusable uncommon spell scroll that you can cast as part of an attack.
I think its the fact that you cast dispel magic as part of the attack, so its like casting the spell and an attack. So, say you're fighting a wizard who has Mage armor, Death Ward, Contingency, etc. Now you've not only lowered their defense, but can unload some more attacks if you have Extra Attack. If you have a rogue with sneak attack or even other spell casters, thats a 1 round end.
Alternatively, fighting something like a Simulacrum or terrain summoned like Spike Growth could really be useful. And even though it doesn't explicitly state it, as a Magic weapon it overcomes resistance, at least thats how I'd rule. Also, to see your wand of fireballs example, that has a chance of harming allies.
Yeah once per day is a little rough, but if your fighter or barbarian has just one round to hack away at a squishy magic user and they have no protection, thats a big game changer.
Instead of making up decidedly narrow edge cases (I doubt a mere +3 bonus could reliably cancel a high level spell like contingency, and even a weapon +3 would be a more reliable weapon at high levels), just look at the facts in the DMG:
It's cut and dry Uncommon, and that's not even counting the fact that it completely unnecessarily requires attunement. If it had multiple charges for casting dispel magic, or if it had a +1 bonus to attack and damage rolls in addition to its current effect, maybe it'd be rare, but it'd still be a pretty minor magic item in that rarity category. Even a better bonus on the dispel magic effect to match the max spell level of Rare items (like a +6) would help.

I agree you made some very good points, but there are other factors to consider as well. Primarily being when in the character power scaling (i. e. low levels) he awarded the sword. I believe (can't remember positively) that Yasha got the sword before level 5 and a more powerful version of the sword would have been OP in his homebrew world for his homebrew version of 5E. Also most barbarians don't really get access to spells especially in Matt's game, so any spells greatly increase the power and therefore the rarity of a magic item. That's How I see it anyway. I do agree that at there current level in is vastly underpowered. I'm not sure about Matt but now that they are higher level, I would allow my characters at there own whim to quest to power it up and let them choose which power up to the weapon they wanted and adjust difficulty of quest accordingly.

See? This further backs up that it should've been uncommon, if she was lower than 5th level. Since there's no further information about it powering up, at face value, this should be uncommon and not rare.
Mechanically, I guess you made a point and are probably correct. However, for his story ( and the background of the weapon) it comes from a distant age with few or any surviving versions of the weapon. I may be misinterpreting the choice of terms, but having an item as uncommon seems to imply that it is easier to obtain and that there are more of them in existence than if the item were rare. Is it underpowered for a rare item? Mechanically, sure, I guess. However, in terms of availability and ease of creation it probably deserves the current rarity.
That's a good point, and it raises the question of what "rarity" actually means in D&D. There are some modules that have one-of-a-kind, named items that are very rare, even though that level of exclusivity is usually only reserved for Legendary items or Artifacts. I think more than anything it reflects the rarity of its strength of properties, but this could have been interpreted as the rarity of its craftsmanship or something instead.
This seems really bad. It's just a 1/day dispel magic sword. You should change it so it either, also gives a to hit and damage bonus, and/or gives a concentration penalty to fit the theme. Otherwise it's as good as a pearl of power.
