So... I can open a bar and sell a gallon of whiskey an hour and have a side business making salt from brine? Sounds like a gold mine!

Either way, I would've just changed it to 8 ounces and it refills after 1 minute.

If I remember correctly, I think that he described as being a regular sized flask. A character, Nott, stole it from a shop then asked a magical shop keeper to give it an enchant to make it a perpetual flask.

So, I think that it's just one of those "bigger on the inside" type of things.

I always imagined it as more ever filling. It's normal size on the inside but booze just materializes inside it at the same rate you pour

I may be failing to see your point, but it seemed to me that you were criticizing the high amount of liquid the flask creates; then, you proposed a change that would make the players effectively become industrial producers of brine, instead.
