A small fishhook, threaded by a small spiders web where the line would be, with no obvious way to identify it among a sea of other fishhooks except by magical means.
If the web string is dangled, hung up or held aloft above a persons head a light appears to halo it. Anyone who interacts with it in this state must make a DC 15 constitution check upon a failed save the person will prick their finger against the hook dealing 1d4 damage to themselves and make some excuse for privacy. If a creature willingly pricks their finger the following effect will also pass. When a figure is alone they must make another constitution check this time DC 16 or from a hung hook, ensnare their top lip and limply hang like a fish taking 1d8 damage. They appear elated apparently from receiving a 'revelation' from their experience, the knowledge imparted has been recorded as anything from spells, to an intricate and extensive knowledge of what appears to be all the Inn's in Eberron and the role of the planet and it's inhabitants on it.
This knowledge will not be received without failing the DC 16 check, unless the creature is attuned in which they have a constant DC 15 check, however they will always receive the 1d4 damage from the prick and on a success take a reduced 1d6 from pressing but not ensnaring the hook to their lip
Once a character is ensnared by the hook they cannot be removed from this 'incapacitated' state without assistance, the creature cannot fall unconscious and will take points of exhaustion until they either die or are removed. If they pricked again both DC's increase by one. To be removed deals a further 1d8. If a character could not succeed the save due to a high DC they couldn't succeed with a critical and modifiers they cannot be removed from the hook.
