Staff, very rare (requires attunement by a druid)

This beautiful staff, crafted from stone pine wood and topped with a crystal of ice, is always covered in light rime. This staff can be wielded as a magic quarterstaff that grants a +2 bonus to attack and damage rolls made with it. It deals an additional 2d6 cold damage on a hit. While holding the staff, you gain a +2 bonus to spell attacks.

Snow Strider. You are resistant to cold damage.You ignore difficult terrain made of snow or ice and can see normally in areas heavily obscured by snow.

Frosty Magic. The staff has 20 charges and regains 2d8+4 charges daily at dawn. While holding this staff, you can use an action to expend one or more charges to cast the following spells: armor of Agathys (5th level version, 5 charges), bones of the earth (the pillars are made of ice, 6 charges), cone of cold (5 charges),  Maximilian's earthen grasp (2 charges, the hand is made of snow), ice storm (4 charges),  rime's binding ice (2 charges),  sleet storm (3 charges),  spike growth (2 charges, the spikes are made of ice), wall of ice (6 charges).

In addition, you can cast the spells ray of frost and frostbite at will while holding this staff.

Snowy Tree Form. You can use an action to plant one end of the staff in snow or frozen earth and transform the staff into a healthy stone pine tree frozen over with snow and rime. The tree is 80 feet tall and has a 5-foot-diameter trunk, and its branches at the top spread out in a 15-foot radius. The tree appears ordinary but radiates a faint aura of transmutation magic if targeted by detect magic. While touching the tree and using another action to speak its command word, you return the staff to its normal form. Any creature in the tree falls when it reverts to a staff. Once this trait has been used, it cannot be used again until the next dawn.

Winter Wishes. While the staff is in its tree form, you can use an action to speak its command word, calling forth winter to cover the lands with its soft white blanket. Within a 5-mile radius centered on the tree, temperatures start to drop and snow starts to gently fall, obscuring the area lightly. Temperatures drop at a rate of 10 degrees Fahrenheit per hour down to a minimum of 0 degrees Fahrenheit and snow accumulates at a rate of around 10 inches per hour. You  can use another action to speak the command word once more to end these effects, causing weather to become normal again. The effects also end when you return the staff back to its normal form.

One with the Snow. As a bonus action, you can expend one use of your wild shape feature to cast the gaseous form spell, turning yourself into a cloud of snowflakes. When you do so, the spell does not require concentration and lasts for a number of hours equal to half your druid level or until you end it as a bonus action. While the spell is active, you are immune to cold damage and you are able to cast spells from this staff as well as other spells that deal cold damage, but otherwise you have to obey to the restrictions of the spell. In addition, when you end your turn within 5 feet of a creature, that creature takes 2d6 cold damage.
