(Vicious) When you roll a 17-20 on your attack die with this magic longbow, the target takes an extra 7 (2d6) lightning damage, separate from standard critical hit damage. (Ricochet) On any hit to the original target, chance to hit a second target within 30 feet of original target with -1 on attack and +2 damage, no vicious damage, critical hit damage applied as usual; If more than 1 additional target is within 30 feet, DM defined dice roll determines which target receives the second attack.
Proficiency with a Longbow allows you to add your proficiency bonus to the attack roll for any attack you make with it.
This weapon has the following mastery property. To use this property, you must have a feature that lets you use it.
Slow. If you hit a creature with this weapon and deal damage to it, you can reduce its Speed by 10 feet until the start of your next turn. If the creature is hit more than once by weapons that have this property, the Speed reduction doesn’t exceed 10 feet.

Here from the link you posted on the Ranger 201: Best Magic Items for Rangers article.
Overall this weapon's not bad, but I think it needs a few changes. I think the penalty made to make the ricochet attack should be -5, since otherwise a level 20 fighter can just action surge with this weapon, theoretically making 16 attacks(with no real penalties).
I really like the idea of magic items that deal extra damage or do special effects on a soft critical(17,18,19 on a D20) and wish there were more/official ones.
Thanks for the feedback. I don't know the rules so well to identify specific issues as characters scale through their class paths, so that's helpful. Mostly just came to me as something interesting to have as a ranged fighter. So, it fit my imagination better than the rules I guess.
