The amulet has 3 charges that replenish at dawn everyday.
You can place a hand on the amulet, say or think a prayer to Deep Sashelas, and create one or more of the following affects, each affect uses one charge:
An intensely loud crack of thunder.
Cause lightning to flash across the sky.
If it is already raining, turn it in to a downpour.
