Arcane *Blue*

Blue powder that releases a slight black mist, inhaled.

Must pass a con save DC 10 or become addicted.

Must pass a wis save DC 8 or wild surge.

*saves go up by 1 after each use*

Grants user 2-2nd level spell slots.  Roll a d4 odds grants 'Misty Step'.  Evens grants 'Snilloc's Snowball Storm'.

Use once per long rest or con save is made at disadvantage and automatically fails wis save.  Addiction rules: each day you don't take the substance you gain 1 exhaustion rank.
