Arrow of Cold

The tips on these arrows have been infused with arcane energy.
They have small glowing snowflakes etched along the sides and are cold to the touch.
When they strike a surface after being fired, they burst into Cold arcane energy and cause an additional 1d4 Cold Damage on top of the normal damage.
After bursting, they turn to ice around the struck surface.
If the surface is a creature, it will reduce their speed by half and cause disadvantage with melee or ranged attacks until the end of their next turn.
If the creature is resistant to Cold damage, they're not effected by the added effects outside the extra damage.

Notes: Speed Reduction: Impose, Disadvantage: Melee Attacks, Ranged Attacks, Cold
