Wondrous Item, common

This arrow does an additional 1d4 radiant damage to any other damage it would otherwise deal. Also, when it strikes a target, that target begins to glow for 3 rounds. While glowing in this way, they shed dim light in a 5-foot radius and all attack rolls on them have advantage. The target cannot benefit from being invisible while glowing in this way.

If you have 4 Arrows of the Elements, the arrow gains +1 to hit, its extra damage becomes 1d6, and the target takes 1 extra radiant damage when hit by any attack roll while glowing.

If you have 8 Arrows of the Elements, the arrow gains +2 to hit, its extra damage becomes 2d6, the increased damage taken by a glowing creature becomes 1d4, and allies of the affected creature within the area of light are also considered to be glowing either until the effect ends or they leave the radius.

If you have 12 Arrows of the Elements, the arrow gains +3 to hit, its extra damage becomes 3d6, the increased damage taken by a glowing creature becomes 2d4, the creature sheds 5 feet of bright light, along with an additional 5 feet of dim light, and the effect lasts 5 rounds.
