As an action, you can change into your past dolphin form. but now you can cast spells in this form without needing concentration. But you can not use any items you can not hold with your mouth. ( Your DM can say if you can use it or not.) you use an action to turn to your proper form. if you are a bard that meets the prerequisite they can use the horn as a bonus action. As a dolphin, you can use the racial features and perks of a dolphin you can breathe air and float above the ground about 3in above the ground. you keep all your character's racial traits. If you are a dragon born your breath weapon does not come out your mouth but out your blow hole.
