The angreal has 4 charges. While holding it, you can expend 1 charge to cast a spell using a spell slot from one level below. You can decrease the spell slot level by one for each additional charge you expend up to a maximum of a 1st level spell slot.

The angreal regains 1d4 charges daily at dawn. If you expend the angreal's last charge, you suffer three levels of exhaustion.
