Made by the infamous Dr. Anna Ripley, this pistol, based off of the designs of Percival De Rolo, was the epitome of firearm technology at the time it was created. Featuring a breach-loading mechanism in the cylinder, rifling along the inside of the barrels, as well as cartridge ammunition, it is an incredibly powerful and accurate weapon. In addition to its engineering skill, it also was the first weapon to incorporate a piece of Whitestone into the handle, which has been infused with a magical enchantment that deals additional psychic damage to its targets.
It’s up to you to decide whether a character has proficiency with a firearm. Characters in most D&D worlds wouldn’t have such proficiency. During their downtime, characters can use the training rules in the Player’s Handbook to acquire proficiency, assuming that they have enough ammunition to keep the weapons working while mastering their use.
