Amulet of Weather Detection

This amulet looks like a storm cloud with lighting bolts coming out of the corners and hangs from a metal chain.  When a small button in the middle of the cloud is pressed, a voice rings out to inform the holder (and, most likely, everybody in a 50 foot radius) what the current weather in the immediate vicinity is.  If one responds to this voice, it may engage in a discussion about the weather, what the forecast looks like, how that may impact its weekend plans, and may offer some of its rather strong opinions regarding the current political situation in the region.
