Wondrous Item, legendary (requires attunement)

Arcturius’s Head's Buckle

a wondrous item like no other. The belt buckle was a one-of-a-kind creation, crafted from pure silver and etched in white gold, shaped in the likeness of a mighty white dragon's head. The dragon's fangs were made from the shimmering white and blue scales of a Frost Dragon, adding to its imposing appearance.

When wearing the Arcturius Head Buckle, one's intelligence score increases by 1 to a maximum of 20. This intelligent buckle has a tendency to speak to the attuned about the lore of dragons, including their territories, characteristics, and forbidden dragon lore, such as the creation of dracoliches or transforming a being into a dragon. But the attuned should beware, for it does so by mumbling and speaking like it is in a dream. The buckle almost never responds to the attuned, and if it does, it would be like someone responding in a dream. It is said that the buckle could wake up if reunited with the rest of the lost magic belt.

In addition to the above, while attuned to the buckle, one would gain the following benefits: a 10 percent chance each day at dawn of exhaling a freezing blast of air that deals 3d6 cold damage to creatures within a 15-foot cone, usable once between each long rest. After each long rest, the wearer must start rolling again until you get 10 percent or under to regain this ability. The attuned also has advantage on saving throws against cold damage and are immune to cold weather effects, making it always pleasant in cold and snowy environments. They would have darkvision out to a range of 60 feet and can speak, read, and write Draconic.

History checks on anything dragon-related have advantage, and they have advantage on Charisma (Intimidation) checks made against creatures that fear cold and ice. Additionally, the buckle enhances the wearer's physical appearance, making them appear more fearsome and dragon-like. It would seem that only dragonborns, sorcerers, or other races and classes that have dragon blood in their ancestry can hear the Arcturius Head Buckle's mumblings. It's alluring traits beg the question of who would be the one to uncover its lost secrets and reunite it with the rest of the magic belt? Where may the other half of the belt be and who or what can have the other half hidden away?

Notes: Bonus: Intelligence Score, Advantage: Intimidation, Advantage: Constitution Saving Throws, Advantage: History, Language: Draconic, Sense: Darkvision, when the character rolls under the 10 percent chance the item grants him the use of the spell Dragons Breath as tell the character takes another long rest then the process resets.
