Wondrous Item, common

This arrow does an additional 1d4 lightning damage to any other damage it would otherwise deal. Also, when it strikes a target, you may choose a second creature within 5 feet. That creature must make a DC 12 Dex save or take 1d6 lightning damage, taking half as much on a success.

If you have 4 Arrows of the Elements, this arrow gains +1 to hit, its extra damage becomes 1d6, the save DC becomes 14, the damage on a failure becomes 1d8, and you can choose a third creature within 5 feet of either of the original two.

If you have 8 Arrows of the Elements, this arrow gains +2 to hit, its extra damage becomes 2d6, the save DC becomes 16, the damage on a failure becomes 2d8, and you can choose a creature within 10 feet rather than 5.

If you have 12 Arrows of the Elements, this arrow gains +3 to hit, its extra damage becomes 3d6, the save DC becomes 18, the damage on a failure becomes 3d8, and you can choose a fourth creature within 10 feet of any of the other three.
