This arrow deals an additional 1d4 cold damage to any other damage it would otherwise do. Also, when it strikes a target, they must make a DC 12 Con save. If they fail, they get frostbite and receive a level of exhaustion.
If you have 4 arrows of the elements, this arrow gains +1 to hit, its extra damage becomes 1d6, the save DC becomes 14, and the target gains two levels of exhaustion instead of one.
If you have 8 arrows of the elements, this arrow gains +2 to hit, its extra damage becomes 2d6, the save DC becomes 16, and the target becomes vulnerable to bludgeoning damage until their exhaustion is removed.
If you have 12 arrows of the elements, this arrow gains +3 to hit, its extra damage becomes 3d6, the save DC becomes 18, and the target gains three levels of exhaustion instead of two.
Notes: Damage, Debuff, Combat, evocation
