Staff, rare (requires attunement by a wizard)

While holding it and attuned, you gain a +1 bonus to Armor Class, all saving throws, your spell DC and spell attack rolls. While holding the staff with at least one charge, you gain a flying speed equal to 60 feet, can hover, and are under the permanent effects of Featherfall.

The staff has 20 charges for the following properties. The staff regains 2d10 expended charges daily at dawn. If you expend the last charge, roll a d20. On a 1, the staff turns into a bird and flies away.  You can use the charges from the staff to cast any spell you have in your spellbook, regardless of if it is prepared or not. 

Spell Mastery. Choose a 1st-level wizard spell and a 2nd-level wizard spell that are in your spellbook. You can cast those spells at their lowest level without expending a spell slot or charges from the staff. If you want to cast either spell at a higher level, you must expend a spell slot or use charges.

Signature Spells. Choose two 3rd-level wizard spells that are in your spellbook. You always have these spells prepared, they don't count against the number of spells you have prepared, and you can cast each of them once at 3rd level without expending a spell slot or charges. When you do so, you can't do so again until you finish a short or long rest.

  • Jinx. When you cast a spell that forces a creature to make a saving throw to resist its effects, you can choose to expend 1 charge to give one target of the spell disadvantage on its first saving throw made against the spell.
  • Transmutation. When you cast a spell that deals a type of damage from the following list, you can choose to change that damage type to one of the other listed types for 1 charge: acid, cold, fire, lightning, poison, thunder, radiant, necrotic, or force.
  • Evocation. When you cast a spell from this item that affects other creatures that you can see, you can choose a number of them equal to 1 + the spell's number of charges. The chosen creatures are unaffected by the spell and automatically succeed on their saving throws against the spell, and they take no damage if they would normally take half damage on a successful save.
  • Alteration. You can spend 1 charge to alter the shape of your area of effect spells. You can spend any number of additional charges to increase all dimensions by up to 5 feet per charge. You can choose to shape the spells area of effect into a;
    - 20 foot sphere or cube (150 ft range) 
    - 100 feet long and 5 feet wide line emanating from you
    - Free-formed wall or line of up to 100 feet and 5 feet wide (100 ft range)
    - 40 foot cone emanating from you
    - 60 feet long by 10 feet wide line emanating from you. 
    - 15 foot radius sphere emanating from you.
    - 10 foot by 40 foot cylinder (150 ft range)

A staff made from ancient ore that was left over after the moment of creation and infused with energy using secret techniques. It is said that a powerful being is housed in the gem at the top, and powers the staff. The beings name is Mogget, and can be conjured via Find Familiar as a small white cat, using no charges. Mogget is sassy and sarcastic, but agrees to power the staff  for the caster in exchange for being let out to see the world.
