This amulet is a magic necklace. Once per long rest you can use an action to cast dominate beast (save DC 15) from it on a beast of size small or lower, that has an innate swimming speed.
The amulet is believed to be a shard of a larger pearl with extraordinary powers. Powers on which Tortle civilization had supposedly based their entire culture. There is a lot of controversy around the necklace among tortles, as the Pearl of Poseidon is a divine gift. The usage of the amulet is only given to the champions of their tribe to use during their quest to retrieve the Pearl.
It is said that the Amulet can function as a compass to a champion of its tribe to find the Pearl and bring it back to the Tortle civilization. However no one really knows how this is supposed to be used to navigate.
