The Arcane Essence Vial is a small, intricately crafted glass vial with gold filigree. When used it temporarily removes the need for a spell slot and spell components used for a single spellcasting. However, the use of this item comes with a price - it's highly addictive, causing strain on the psyche of the user.
As a bonus action, expend 1 charge to produce a iridescent liquid, the creature then consumes the liquid within the vial. When the creature casts a spell within the next 10 minutes, they can choose to expend the Arcane Essence instead. The vial's magic substitutes for the required spell slot and material components of the spell. However, each time the vial is used, the character must make a Constitution saving throw (DC 18) or become addicted to its effects.
To replenish the charges of the Arcane Essence Vial, one must sacrifice a portion of their maximum hit points. For every 20 maximum hit points relinquished, the Arcane Essence Vial gains an additional charge, up to a maximum of 5.
Addiction: Once addicted, the creature must consume another dose from the Arcane Essence Vial once per day or suffer withdrawal symptoms which gives disadvantage on all d20 rolls until the addiction is satisfied. Over time, the addiction worsens. every 3 days you're suffering from the addiction you must consume an additional dose from the Arcane Essence Vial. If the creature doesn't consume a dose from the Arcane Essence Vial to satisfy their addiction they instead gain a level of exhaustion upon completing a long rest. The use of a greater restoration spell or similar magical effects allows you to reroll the Constitution saving throw (DC 18) to alleviate the addiction.
