Wondrous Item, common (requires attunement by a By a cleric whom has guilt about their past)
This amulet holds a vial that has a flame eternally burning and upon opening the vial the attuned user may choose one person in eyes view to oppress the victim using the user's guilt they feel. The victim will fall prone until they can pass a wisdom saving throw.
