Wondrous Item, very rare

Your Strength score increases by 1, and your Constitution score increases by 1. You' re immune to sleep and paralysis effects, resistant to fire, and can hold your breathe for up to 5 minutes. You possess 30 ft of Blindsight, 60 ft of darkvision, and advantage on perception checks vs stealth up to 10 feet if the creature using stealth remains within 10 feet for longer than 1 turn without taking action against them.

One legendary action per 5 long rests-- 

Legendary Resistance.  If the (half) dragon fails a saving throw, it can choose to succeed instead.

Tail Attack. The (half) dragon makes a tail attack.

Wing Attack (Costs 2 Actions). The (half) dragon beats its wings. Each creature within 10 feet of the dragon must succeed on a DC 16 Dexterity saving throw or take 13 (2d6 + 6) bludgeoning damage and be knocked prone. The (half)  dragon can then fly up to half its flying speed.

 

When you use your breath weapon, each creature in the area of the exhalation must make a saving throw, the type of which is determined by your draconic ancestry. The DC for this saving throw equals 8 + your Constitution modifier + your proficiency bonus. A creature takes 4d6 damage on a failed save, and half as much damage on a successful one. The damage increases to 6d6 at 6th level, 8d6 at 11th level, and 12d6 at 16th level. After you use your breath weapon, you can’t use it again until you complete a long rest.

 

Balance:

You only get 2 points of ability score improvement from your other half (so a half dragon half dragonborn would get to put 2 points into Charisma, Strength, and/or Constitution PLUS the 1 into Strength and 1 into Constitution)

Roll a d4 to see what racial trait of the other half you lose. Adjust as needed for however many traits are granted by the other half, and if there is enough overlap (say both sides grant you darkvision), you don' t need to lose anything.
