The arrow of Melius is a special arrow created by the Gods, they bestowed a set of these arrows onto the world to help the people become stronger and infuse them with the weave itself; similar to the arrow of consecraverant, however, it allows the pierced to choose a spell between first and seventh level, this is if they haven't previously been pierced by the arrow of consecraverant. Once a person is pierced with the arrow, they will gain any random spell, of any level. This spell is at the discretion of the player, and could be from any source material, the spell follows all regular spell rules; unless changed by the DM. If the pierced has previously encountered, and been pierced by, the arrow of consecraverant the person must change the spell they have with any other spell.
The arrow is not used up once it's pierced a person, however it could easily break. Most governments, rulers, mages, and scholars look for these arrows in hopes of preserving them or using them. There are only one or two of these supposed to exist, at a time, and are extremly safe guarded; this is if the person who has it knows what it is, and or does.
