Wondrous Item, legendary (requires attunement by a bard)

The legend goes that once upon a time, an elven bard by the name of Carmellon took great offense to the fact that nobody wanted to hear him play, so much so that he sought to make them listen, no matter the cost...

A cursed set of bagpipes. They look entirely unassuming and are indistinguishable from ordinary bagpipes.

When used as an arcane focus to cast bard spells, the sound that emanates from Carmellon's Pipes does an extra 1d10 psychic damage to all creatures capable of hearing within 60 feet. If the player chooses, at the expense of one 4th level or higher spell slot, the Pipes can also be used to make an attack on their own, which deals 3d10 psychic damage to all creatures capable of hearing within 60 feet.

All creatures hearing the sounds of Carmellon's Pipes from within 30 feet must succeed a DC 15 wisdom saving throw, or become enamored of the bagpipes for the duration of 1d10 days. A critical fail of this saving throw renders the listener confused for one minute. 

The player of Carmellon's Pipes is immune to all of its damage effects, but once attuned they must succeed a wisdom saving throw once a week or become obsessed with their own instrument, playing it despite the irritation of other party members and seeking to convert all others around them to loving the bagpipes. The initial saving throw is a DC 15, which increases by 1 each week the user manages to resist the charm of the bagpipes. Eventually the DC becomes too high to save against, thus claiming the owner of the pipes as an avatar of bagpiping destined to spread the Good Word of bagpipes to any who want to hear -- as well as any who don't. Once claimed by the Pipes, the owner may roll a DC 15 saving throw once per day to attempt to snap out of it. If the owner drops to zero hit points, they are freed from the charm of the Pipes, even after regaining consciousness. The charm of the pipes cannot be swayed by Greater Restoration, Suggestion, or any other mind-altering spell, except for Modify Memory.
