Loop of Arcane Transitus

This item is an loop of azure colored metal that is sized to be worn around the wrist.

As an action, you can utter the arcane phrase and toss it upon the ground to activate it. Once done the loop vanishes and in its place appears a rune of arcane energy 5 feet in diameter where it was tossed. This glowing rune lasts for 6 seconds and at the start of your next turn vanishes. Any objects or persons fully within the edges of the rune become the subject of a teleport spell. The destination for the spell is fixed, and there is no chance of either a mishap or the spell being off target. Those affected are teleported to any remnant of blood or other bodily fragment belonging to the creature that activated the loop. As long as the intended blood or fragment resides on the same plane of existence in the loop those targeted by the teleportation appear in any open 5 foot space within 5 feet of the intended location. Once used the loop is destroyed.
