Wondrous Item, very rare (requires attunement by a non good aligned creature)

An ancient magical artifact, once in the hands of the infamous Reinhart vampire family, the Shadowbinder's Chain pulses with an eerie energy, drawing upon the shadows and nightmares to unleash its fearsome powers. Worshippers of the goddess Malice, the vampiric creator of this belt chain imbued it with the darkest intent she could muster.

Grasp of the Dark (1/Short Rest). As an action, you can manifest a sphere of shadowy energy at a point you can see within 60 feet, creating a 15-foot radius zone of shadowy chains. Any creature caught in this zone must make a DC 15 Dexterity saving throw or be restrained by the chains. Restrained creatures can remake the saving throw at the start of their turn, ending the effect on a success. As a bonus action, you can cause the chains to fade away early or explode, dealing 2d6 force damage per chain to any creature within the radius.

Apparition (1/Long Rest). As an action, you can manifest a spectral entity at any point you can see within 60 feet. Upon manifestation, it transforms into a ghostly entity that remains for 1 minute. The entity reveals the location of any creatures within 30 feet of it that are not behind total cover by pointing and causing them to glow purple to the belt wearer only, visible through walls. Only the wearer of the belt can see the specter unless another creature has truesight. As a bonus action, you can move the specter up to 30 feet. Creatures that can see the apparition can attempt to destroy the entity (AC 10, 20 hit points).

Wave of Dread (1/Day). As an action, you can release a wave of nightmare energy in a 60-foot cone, passing through walls and obstacles. Creatures caught in the wave's path must make a DC 15 Wisdom saving throw. On a failed save, they are frightened, deafened, and take 4d6 psychic damage, they resist all effects on a success.
