A blue powder that seems to shine with a static enerrgy.
Developed by the Council of Rhoteus, arcaine was originally used as a hallucinogen that was used to "speak to the gods". While no one has officially experimented with it and therefore cannot confirm its divine communication, what is researched is its affect on whoever might be dumb enough to partake.
If you inhale the powder make a dc 15 Constitution saving throw, if you fail you become addicted and take 1d6 lightning damage.
Regardless of if you pass or fail you gain the following benefits:
Resistant to Lighting damage for 1 hour
1 use of the spell Lightning Bolt at 3rd level- A stroke of lightning forming a line 100 feet long and 5 feet wide blasts out from you in a direction you choose. Each creature in the line must make a Dexterity saving throw. A creature takes 8d6 lightning damage on a failed save, or half as much damage on a successful one. The lightning ignites flammable objects in the area that aren't being worn or carried.

2 uses of the spell Lightning Arrow at 3rd level- The next time you make a ranged weapon attack during the spell’s duration, the weapon’s ammunition, or the weapon itself if it’s a thrown weapon, transforms into a bolt of lightning. Make the attack roll as normal. The target takes 4d8 lightning damage on a hit, or half as much damage on a miss, instead of the weapon’s normal damage.
Whether you hit or miss, each creature within 10 feet of the target must make a Dexterity saving throw. Each of these creatures takes 2d8 lightning damage on a failed save, or half as much damage on a successful one.
