Arcane Communicator

Appearing to be a large mask similar to a gas mask, the Arcane communicator, when worn, allows other creatures that understand spoken language to understand them as if they were under the effects of the Tongues spell. To use this device, the creature must have the ability to physically speak and understand spoken language. The communicator covers the creature's mouth and must be firmly attached for it to function properly.

If the wearer is using an item that allows them to breathe, like a Fish Suit, the Arcane Communicator can be attached to it, replacing any parts that were used to breathe with the device while still allowing the creature using it to breathe normally. Doing so requires 1 minute of work.
