If the wearer of the amulet rolls a natural 20 on a d20 roll, they can as a free action become the GM for 60 seconds after which the amulet turns to ash and disaapears.
AS the GM the player has full authority over the current scene, any NPCs in that scene, and the environment of the scene. They can create new NPCs, make known NPCs that are not present appear, change the environment, etc. etc. They do not get access to GM notes :-P.
