Wondrous Item, artifact
This powerful artifact resembles a normal arrow, slightly damaged in appearance but the holder can tell just how powerful it is.
The holder can take an action to fire the arrow from any bow or crossbow, the Arrow deals 20d20 force damage on hit. If the attack reduces the target to zero hp any trait or spell or otherwise that allows them to return after death (such as a lich's rejuvenation) does not function. If any being this arrow has damaged dies, it dies permanently.
This artifact is destroyed upon use.
Destroying the Arrow
The arrow is impervious to non-magical and magical damage, it can only be destroyed if the arrow's creator, a mysterious and powerful being who lives deep in the underdark, snaps the arrow in half.
